Unlimited Toll-Free Travel on Indian Highways: Govt Proposes Annual & Lifetime Passes
12 Jun 2025
The Indian government is all set to change the highway travel with its plan of annual and lifetime toll passes. It is an attempt to ease congestion, reduce costs for frequent commuters and streamline toll collection. This is a big transformative initiative; here is what you need to know about it along with information on other services like checking vehicle history and eChallan status.
1. Annual & Lifetime Toll Passes: Key Details
Pricing:
- Annual Pass: ₹3,000 for one year unlimited travel on all national highways and expressways.
- Lifetime Pass: ₹30,000 for unrestricted access 15 years.
- Integration with FASTag: The passes will be embedded into existing FASTag accounts, so as to do away with the need for physical documentation or any other device.
- Validity: The validity of the lifetime pass is matched to the usual 15 year lifespan of private vehicles for maximum convenience.
Current vs. Proposed System:Currently, monthly passes are restricted to a single plaza and cost ₹340 per toll plaza (₹4,080 annually). The new plan is ideal for regular commuters at a fraction of the cost, offering nationwide access.

2. Why This Move Matters
- Decongesting Toll Plazas: 60% of the daytime toll traffic is private cars yet they contribute to only 21% of the total toll revenue (₹ 8,000 crore out of ₹ 55,000 crore in FY2023-24). With the shift to the flat-rate passes, the government wants to reduce delays and hassles of operation
- Revenue Stability: This will ensure that commercial vehicles (74 per cent of toll revenue) will still be paying per use charges and will pose minimal long term financial impact on the National Highways Authority of India (NHAI).

3. How to Avail the Passes
The process is designed for simplicity:
- FASTag Integration: Only those having existing FASTag can buy the passes from their linked accounts. New users first need to get a FASTag.
- Payment: One time payment through digital channels or RTO portals.
- Activation: Passes are automatically activated at the time of purchase, making the toll crossings hassle free.
Pro Tip: It is advisable to car history check before opting for a lifetime pass as the vehicle must be fit to run for another 15 years. You can check your vehicle’s registration, fitness and ownership details from the Vahan portal of Parivahan.
4. Beyond Toll Passes: Digital Initiatives for Drivers
The government is also increasing the digital infrastructure for smoother compliance:
- eChallan Check: Avoid traffic violations and pay fines easily through Intelligent Traffic Management System. This system is integrated with FASTag and provides real time information about the traffic challans that are due.
- Vehicle Documentation: Use platforms like Vahan to update your registration, change ownership or check your insurance status, all necessary to avoid problems on the highway.

5. The Road Ahead
Union Minister Nitin Gadkari stressed that this initiative is a part of wider plan to upgrade India’s highways. Future plans include:
- GNSS-Based Tolling: A satellite based system to collect toll by distance traveled to replace FASTag in the long run.
- Reduced Toll Rates: The ministry is reviewing per kilometre fees to further reduce the costs for private user.
Conclusion
The annual and lifetime toll passes proposed are set to change the highway experience in India while keeping the promise of affordability and convenience and also in line with digital governance trends such as echallan check and vehicle history verification. For frequent travellers this is a game changer, a hassle free and financial headache free trip.
