₹34,200 Crore in E-Challans Still Unpaid: What Every Vehicle Owner Must Know

Surprisingly, as of mid 2025, more than ₹34,200 crore in e challans remain unpaid. This amount represents over 60% of all fines! Why Are So Many Fines Still Unpaid?

  • Awareness: Many vehicle owners are simply unaware of the challan issued against their vehicle. Sometimes the notifications don’t reach the right number or address, leaving owners completely unaware of e-challan upon them.
  • Recording Issues: Mistakes are always possible, such as technical issues, misspelled license plates, incorrect initiated camera photos, etc. Unfortunately, this may sometimes land a wrong fine. When the vehicle is parked somewhere illegal, identified during that time and fined accordingly.
  • Complicated Dispute Process: If there is a wrong legal action of a challan, it can be frustratingly difficult to get sorted. What the Government Is Doing? 

The government understands that there is a huge backlog of unpaid e-challans and can take steps to make it easier and more efficient for both the police to enforce and vehicle owners to pay. Here is what is being undertaken:

 • One-time Settlement: Some states have been benefiting from the discount or waiver of old fines and a few states are encouraging the public to settle early. This reduces the backlog and assists the driver in clearing their record without paying the value of the original fines. 

Unified National System: The government is in the process of developing a one-stop e-challan system at the national level. Once completed, fines issued for an offence in any state would be reported and tracked in a singular location.  • Linking to Vehicle Services: In an effort to ensure compliance, some pending fines may be linked to services related to the vehicle. For example, if the vehicle insurance is being renewed, or a Pollution Under Control (PUC) certificate or fitness certificate is being issued, the vehicle owner would be unable to complete or continue with the transaction until the pending fines are cleared. This method compels timeliness, which is visionary in that people take their fines seriously and adhere to them.
