Roles of Tamil Nadu RTO
The TN RTO is responsible for regulating transport and road safety in the Tamil Nadu state. It is lead by the Tamil Nadu Transport Department, managing the following major functions:
- Register new vehicles and issue RC
- Renew RC and process ownership transfers
- Issue learner and permanent driving licences
- Conduct driving tests and DL renewals
- Collect road tax and issue receipts
- Issue permits for commercial vehicles
- Conduct vehicle fitness tests and grant certificates
- Enforce pollution control (PUC) compliance
- Manage e-challans and fine collection
- Maintain vehicle and driver records
- Add/remove hypothecation on vehicles
- Issue NOC for interstate transfers
- Oversee HSRP plate installations
- Assist users and resolve transport-related queries
How to Register a Vehicle in TN RTO
- Go to your district’s RTO (TN01 Chennai, TN23 Vellore or similar) or use the dealer’s portal.
- Complete and sign form 20 (application for registration).
- Provide these documents:
- Form 21 (sale certificate), Form 22 (roadworthiness), invoice of the vehicle
- Current insurance and PUC certificates
- Proof of address (like Aadhaar card or utility bill) PAN/Form 60 (if applicable)
- Passport size photo and temporary registration slip (if any)
- Make payment: Registration fee + road tax (varies by vehicle type and cost).
- Vehicle inspection: RTO officials will check chassis number/engine number and vehicle inspection.
- Receive registration number & RC:
- After successful inspection you will get a unique number for vehicle (e.g. TNXXAB1234).
- RC smart cards are issued and sent to your registered address
How to Transfer Vehicle Ownership in Tamil Nadu RTO
If you are buying or selling a used vehicle in Tamil Nadu, you must transfer ownership within 30 days of purchase to avoid fines.
- Visit Your Local RTO or use the TN Transport Portal
- Submit Form 29 & Form 30 Form 29 and Form 30 must both be filled out and duly signed by both seller and buyer.
- Gather Required Documents:
- Original RC (smart card)
- Valid insurance and PUC certificates
- Buyer's address proof (Aadhaar, etc.)
- PAN card/Form 60 (if applicable)
- Passport-size photos of buyer & seller
- NOC if the vehicle is under loan or from another state

- Vehicle Inspection (optional) An RTO official may verify engine/chassis numbers along with the documents.
- Receive your new RC New details of your vehicle will be updated to the RC, a smart card is either issued immediately or mailed to you once processing is complete.
How to Renew RC (Registration Certificate) in Tamil Nadu
- Head to your local TN RTO office or parivahan.gov.in website.
- Fill out Form 25 (Application for RC Renewal)
- Attach required documents:
- Original RC
- Valid PUC and insurance certificate
- Proof of Address
- Pay renewal fees (₹300–₹600 for different types of vehicles)
- Vehicle inspection by RTO officer

Driving Licence Process in Tamil Nadu
- Go to sarathi.parivahan.gov.in and select Tamil Nadu.
- Choose "Apply for Driving Licence (After LL)".
- Fill in personal and learner’s licence details.
- Upload documents:
- Learner’s licence
- Address & age proof
- Passport-size photo
- Book a driving test slot at your preferred RTO.
- Pay the fee online
- Appear for a driving test with your vehicle.
- Receive permanent licence via post after passing.

How to Pay Road Tax in Tamil Nadu
- Visit vahan.parivahan.gov.in
- Click “Pay Your Tax” under Vehicle Services
- Enter the vehicle number and indicate Tamil Nadu & your RTO
- Confirm vehicle details (chassis number, engine number, etc.)
- See the road tax amount calculated by the system
- Pay online using UPI, Net Banking, or Debit/Credit Card
- Download receipt as proof of your payment

Hypothecation & NOC in Tamil Nadu RTO
What is Hypothecation?
When you purchase a vehicle on loan, the bank/financier’s name is added to your RC (Registration Certificate). This is called hypothecation.
How to End Hypothecation (After Loan Repayment)
- Get NOC (No Objection Certificate) and Form 35 from your bank.
- Visit Parivahan Portal or go to your local TN RTO.
- Submit these documents:
- Form 35 + Bank NOC
- RC Smart Card
- Valid Insurance & PUC
- ID/address proof
- Pay hypothecation termination fee (~₹100).
- Updated RC will be issued with hypothecation removed.
NOC for Vehicle Transfer to Another State
To apply for NOC from Tamil Nadu RTO:
- Visit your TN RTO with:
- RC, Insurance, PUC
- Address proof
- Loan clearance (if applicable)
- Submit Form 28 (NOC request).
- Pay the fee (₹100).
- Receive NOC in 7–10 working days.
