The RTO Goa works under the Department of Transport Government of Goa and is responsible for vehicle related services throughout Goa such as driving licences, registration of vehicles, collections of road taxes, e challans etc. Goa RTO promotes essential services to enable the efficient and lawful use of motor vehicles in Goa. It has over 1.2 million registered vehicles, 12 RTO offices, and three major offices (Panaji, Margao, and Mapusa). You can avail of all the services through goatransport.gov.in.
How to Check Vehicle Owner Details in Goa

Download the CarInfo app or visit the website
Tap on RC Details under the Vehicle Info section.
Enter your Goa vehicle registration number.
Tap “Search”
You’ll get:

How to Register a Vehicle in Goa RTO
There is a legal requirement that all vehicles be registered in Goa as per the Motor Vehicles Act. The process is completed by the local RTO based on your residential address.
- Visit the Goa RTO nearest to you (e.g., GA01 is for Panaji)
- Complete Form 20 (Application for Registration).
- Submit the required documents (see the following section).
- Pay the applicable road tax and registration charges.
- Get the vehicle inspected by the RTO officer.
- Receive your registration number and Smart RC Card at your address via post.

How to Transfer Ownership of a Vehicle in Goa RTO
If you are buying or selling a used vehicle in Goa, transferring vehicle ownership is necessary. Transferring vehicle ownership is important as it enables the new owner's name to be updated in the Registration Certificate (RC).
- Go to the respective Goa RTO office with the buyers and seller's documents.
- Fill out and submit Form 29 & Form 30 signed by both parties.
- Attach the following documents and forms:
- Original RC
- Current insurance & PUC certificate
- Address proof of buyer
- PAN/Form 60
- Passport-size photos
- Pay ownership transfer fees
- Get a vehicle inspected if required.
- Receive updated RC with new owner’s name by post or digitally.
Note: If the vehicle is under loan, NOC from the financer is mandatory.

Driving Licence Application in Goa
To apply for a Driving Licence (DL) in Goa, you must first apply for a Learner's Licence (LL). After 30 days of holding the LL, you can apply for a permanent DL.
- Go to sarathi.parivahan.gov.in and select Goa as your state.
- Click on Apply for Driving Licence (After LL).
- Fill the online form with your personal and learner’s licence details.
- Upload documents:
- Age & address proof (Aadhaar card, Voter ID, etc.)
- Passport-sized photo
- Learner’s Licence copy
- Book your driving test slot at the nearest Goa RTO.
- Pay the application and test fee online.
- Visit RTO for the test with your vehicle.
- On passing, your Driving Licence will be issued and sent via post.
How to Pay Road Tax in Goa
- Go to parivahan.gov.in
- Select 'Vehicle Related Services' and select your state - Goa.
- Enter your vehicle registration number and click next.
- Click on the “Pay Tax” option visible on your dashboard.
- The system calculates the tax automatically based on your vehicle type.
- You can pay using UPI, Net Banking, or Card.
- Download the receipt as proof of payment.
