Whether you are selling or buying a secondhand vehicle in Delhi, it is legally essential to transfer the Registration Certificate (RC) to the new owner. RTO Delhi will handle all change of ownership requests, whether the transfer is within Delhi or involves a transfer from another state. Here's how you can do that step by step:

Step 1: Identify the Type of ownership transfer

Ownership transfers are classified into three categories:

  • Normal Sale – Sale within Delhi
  • Transfer by Death - Transfer to legal heir
  • Transfer from Other State - If the vehicle is registered outside of Delhi

Step 2: Gather Required documents

Here’s what both buyer and seller need to submit:

From Seller:

  • Original Registration Certificate (RC)
  • Form 29 & Form 30 (Duly signed)
  • Copy of valid insurance
  • Copy of PUC certificate
  • Address proof

From Buyer:

  • ID & address proof
  • Passport-size photographs
  • PAN card copy (for road tax if applicable)

Step 3: Submit the Application at the RTO
Submit all the documents at the RTO corresponding to the address of the buyer, or you can start the process online through the Parivahan Sewa portal.

Step 4: Pay the RC Transfer Fee
Usually, the fees range from ₹150–₹500 in the case of a two-wheeler or a four-wheeler. If you have a loan for the vehicle, you will have to submit Form 35 and a bank NOC.

Step 5: Verification & RC Issuance
The RTO department will go through all the documents that you provided, and if everything is in order, they will change the records. The RC will be issued within 7–21 working days in the name of the buyer, depending on the RTO office.
