How to Register a Vehicle in Jammu & Kashmir RTO
If you have purchased a new vehicle in Jammu and Kashmir, it’s mandatory to register it with your local Regional Transport Office (RTO). Here is how to register your vehicle:
- Visit the Nearest J&K RTO Office
- Fill Form 20 (Application for registration)
- Submit Required Documents Provide sale certificate, insurance, pollution certificate, invoice, proof of address & ID (see next section for details).
- Pay Registration Fees & Road Tax The amount varies based on the vehicle type and cost.
- Vehicle Inspection The RTO officer will inspect your vehicle to verify the chassis and engine number.
- Receive Registration Number Once verified, a permanent registration number (e.g. JK01ABXXXX) is issued, followed by a Smart Card RC sent to your address.

RC Renewal & Ownership Transfer in Jammu & Kashmir
Over time, your vehicle’s Registration Certificate (RC) needs to be renewed, or you might want to transfer ownership if you're selling or buying a used vehicle. Here's how to do both at the J&K RTO.
RC Renewal in J&K:
- When to Renew: Private vehicle RCs are valid for 15 years, then renewable every 5 years.
- Steps:
- Visit Parivahan Portal.
- Select “Vehicle Related Services” > Jammu & Kashmir RTO.
- Apply for RC Renewal (Form 25).
- Upload documents: RC, Insurance, PUC, Address Proof.
- Pay the applicable fee and visit the RTO for inspection.
- Get your renewed Smart Card RC.
Ownership Transfer in J&K:
- When Required: On selling/buying a vehicle, inheritance, or inter-state transfer.

How to Apply for a Driving Licence in Jammu & Kashmir
- sarathi.parivahan.gov.in and select “Jammu & Kashmir”.
- Click on Apply for Driving Licence (After LL).
- Fill out the form with your LL number and personal details.
- Upload Documents
- Age & Address Proof (Aadhaar card, PAN etc.)
- Passport size photograph
- Book a Driving Test on your local RTO (For an example, Jammu – JK02).
- Pay the Fee online (approximately ₹200 – ₹500 depending on class).
- Attend the Driving test with your vehicle.
- After you pass, your DL is issued and posted to your registered address.
Road Tax Payment in Jammu & Kashmir
- Visit the Parivahan Portal.
- Choose “Vehicle Related Services” > Select Jammu & Kashmir RTO.
- Enter your vehicle registration number.
- The system will fetch tax details automatically.
- Pay the tax online via UPI/net banking/card.
- Download and save the payment receipt for future use
Hypothecation Removal & NOC in J&K RTO
If your vehicle was financed (on a loan), there will be a hypothecation entry in the Registration Certificate (RC). Once you have fully repaid the loan, you must officially remove this entry. Similarly, if you plan to move your vehicle to another state, you will need a No Objection Certificate (NOC) from the current RTO.
Steps for Hypothecation Termination:
- Visit Parivahan Portal or your local J&K RTO.
- Fill Form 35 (for hypothecation removal).
- Submit:
- Loan closure letter from bank
- Original RC
- Valid insurance & PUC
- Address proof
- Pay applicable fees (~₹150–₹300).
- RC will be updated with the hypothecation removed.
To Get NOC from J&K RTO:
- Fill Form 28 online or at RTO.
- Submit:
- Original RC
- Address & ID proof
- Insurance & PUC
- Loan clearance (if applicable)
- Pay fees (~₹100–₹200).
- NOC is usually issued within 7–15 days.
