Vehicle Registration Process in Himachal Pradesh RTO
Under the Motor Vehicles Act of 1989, any motor vehicle in Himachal Pradesh must first be registered before you can drive it legally on the road. Whether you are buying a new car or a new bike, a vehicle registration is required.
- Go to the nearest RTO based on your location (For example: HP-05 for mandi).
- Submit Form 20 (Application for Registration) at the RTO.
- Provide all required documents (check next section).
- Pay registration fee and road tax, if applicable.
- The RTO officer will carry out a physical inspection of your vehicle.
- After verification, you will then receive a permanent registration number and smart RC card.

Vehicle Ownership Transfer in Himachal Pradesh RTO
If you're selling or buying a used vehicle in Himachal Pradesh, it's mandatory to update the RTO vehicle owner details officially.
- Visit your local HP RTO (based on vehicle registration).
- Submit Form 29 & Form 30 duly filled by both seller and buyer.
- Attach required documents (see below).
- Pay ownership transfer fee
- The RTO may inspect the vehicle if necessary.
- After verification, you’ll receive a new RC in the buyer’s name.

Driving License Process In Himachal Pradesh RTO
- Visit sarathi.parivahan.gov.in
- Select "Himachal Pradesh" as your state.
- Choose "Apply for New Driving Licence" (after holding a Learner's Licence for at least 30 days).
- Fill out the application form with your personal and learner's license details.
- Upload documents (Aadhar, proof of age and address, passport-size photo).
- Book a driving test with your nearest RTA.
- Pay the application fee (the Fee is ₹200 for DL and ₹300 for the test).
- Attend tests at the scheduled time with your vehicle.
- If you pass the test, you will receive the DL at your address, or you can download it online.
Road Tax Payment in Himachal Pradesh
- Visit parivahan.gov.in
- Go to “Vehicle Related Services”
- Select Himachal Pradesh and your respective RTO
- Enter your vehicle number, chassis number, and other details
- The system auto-calculates your road tax amount
- Pay via UPI, net banking, or card
- Download the payment receipt for records
Consequences of Not Paying Road Tax in Himachal Pradesh
- Penalty Charges: You may be fined up to ₹500 per month for private vehicles.
- RC Suspension: Your Registration Certificate can be suspended for non-payment.
- Vehicle Seizure: Continued evasion may lead to your vehicle being impounded.
- No Permit Renewals: Commercial vehicles won't be able to renew permits without clearing pending tax.
- Failed Ownership Transfer: Transfer of vehicle ownership will be rejected unless road tax dues are cleared.
