How to Register a Vehicle in AP RTO
It is necessary to register your vehicle with the RTO Andhra Pradesh under the Motor Vehicles Act. You may apply at your nearest RTO office or through the AP Transport portal.
- Go to the nearest AP RTO Go to the RTO, based on your residential address (Eg. AP08 Guntur).
- Submit documents Complete the form 20 (Application for Registration) and other required forms (See below).
- Pay Registration Fees & Road Tax The RTO will calculate the fees based on your vehicle type and price accordingly.
- Vehicle inspection The RTO officer will verify your Chassis and Engine Numbers.
- Receive permanent registration number After approval, you will receive a permanent registration number and Registration Certificate in smart card format.
Required Documents for Permanent Vehicle Registration in Andhra Pradesh
- Duly filled Form 20
- Form 21 (Sale Certificate from dealer)

How to Renew Registration Certificate (RC) in Andhra Pradesh RTO?
In Andhra Pradesh, an RC (Registration Certificate) for a private vehicle is valid for 15 years and must be renewed every 5 years thereafter.
- Go to the AP Transport Portal (aptransport.org) or your local RTO office.
- Fill out Form 25 (application for RC renewal).
- Attach required documents:
- Original RC smart card
- Valid insurance
- Valid PUC certificate
- RC renewal fees can be paid online or at the RTO counter.
- The RTO Officer will Inspect your vehicle.
- Once approved, a new RC smart card will be issued.

How to Transfer Vehicle Ownership In RTO AP (Andhra Pradesh)?
- Visit the nearest RTO based on the buyer’s address or apply via aptransport.org.
- Fill Form 29 & Form 30 – required for notifying and applying for ownership transfer.
- Submit necessary documents (see below).
- Pay transfer fees – based on vehicle type (see fee table below).
- Vehicle inspection (if asked).
- Receive the updated RC smart card with the new owner’s name.

How to Apply for a Driving Licence in Andhra Pradesh
- Go to the Sarathi Portal
Visit sarathi.parivahan.gov.in and click on Andhra Pradesh. - Select 'Application for Driving Licence (After LL)'
You need to have a valid Learner’s Licence 30-180 days old. - Complete Application form
Enter your LL number, details, and select the type of the vehicle class (two wheeler, four wheeler etc.). - Upload Documents

Steps for Hypothecation Endorsement (Loan Taken)
- Visit aptransport.org or your RTO.
- Fill Form 34 for hypothecation endorsement.
- Submit:

- Loan agreement or bank letter

- Pay ₹1,500 (approx. with smart card fee).
- Get updated RC with hypothecation entry.
Steps for Hypothecation Termination (Loan Cleared)
- Get a No Objection Certificate (NOC) from your bank.
- Fill Form 35 and visit aptransport.org or your local RTO.
